CFAR Developmental Grant Application

Requests for submission of developmental grants will be advertised through the Administrative core and online twice a year, for funding in January and July. The deadline for grant submission is 4PM December 1st and June 1st, unless the due date falls on a weekend. The next application deadline is Tuesday, December 1, 2009.

AIMS
           
The developmental component of the UCSD CFAR is designed to facilitate and encourage new investigators and new ideas in HIV/AIDS research.  The intent is to optimize opportunities for productive research by providing rapid financial support in conjunction with the resource support provided by the CFAR cores.  The hope is to "prime the pump" by permitting investigators to initiate research and to generate data, thus facilitating the submission of more substantial and competitive proposals for peer-reviewed research.

The process is also designed to help in the recruitment of investigators to UCSD, and to provide timely and critical resources to projects of high import and relevance to central CFAR goals.

REQUIREMENTS and RESTRICTIONS:  

  • Eligible applicants must be faculty at UCSD or UCSD CFAR participating institutions (the San Diego VA Healthcare System, the Salk Institute for Biological Studies, The Scripps Research Institute and the La Jolla Institute for Allergy and Immunology). CFAR funds will not be awarded to well-supported senior investigators at the expense of junior and less-well-funded investigators.
  • Post-doctoral fellows are not eligible to apply, nor may these grants be used to support post-doctoral fellows.
  • Funding is for one calendar year only (Jan 1-Dec 31; July 1-June 30). Awards to the same investigator for two consecutive years should be avoided except under unusual circumstances. Any monies remaining after the calendar year will be returned to the Developmental Core. Overspending on the award is not allowed and must be repaid.
  • The CFAR Administrative Core will establish an index number or subcontract for each grant awarded. However, it is the responsibility of each awardee to monitor and manage their funds, and ensure that monies are not overspent. Any adjustments needed to balance the fund are the responsibility of the awardee.
  • Successful applicants must generate written progress reports for the CFAR annual report to the NIH.
  • As part of their award, investigators are required to provide documentation of publications and peer-reviewed funding that result from the developmental awards. They are also required to cite CFAR support in publications which are generated or related to research performed using CFAR developmental funds.

AVAILABILITY and AMOUNT:

  • Deadlines for developmental grant applications are 4PM December 1 and June 1. If either of those dates falls on a weekend, the applications will be due the following Monday, 4pm.
  • Applications must be submitted as an attachment via email.
  • Applications should not exceed four pages in length (references are not included in the page limit). Additional supporting materials may be submitted along with the application and sent to the CFAR Administrator at UCSD Mail Code 0716.
  • A maximum of $50,000 will be awarded to unfunded junior investigators and of $30,000 to others.
  • Should peer-reviewed funding be awarded to the successful applicant, unused developmental awards must be returned to the CFAR.

REVIEW PROCESS

A CFAR Developmental Grant Review Committee has been established, comprosed of seven senior researchers actively pursuing, or well versed in HIV/AIDS research.

  • The grants are distributed among the reviewers according to expertise and lack of ‘conflict of interest’
  • Additional Ad Hoc reviewers will be identified as appropriate
  • Each grant will receive at least two primary reviews.
  • Reviewers will make constructive type-written comments and suggestions which will be sent to the grant applicants
    • For funded investigators, suggestions will be made to improve the science and aid in generating peer reviewed funding.
    • For investigators not funded, the approach will be to provide constructive suggestions on how to improve the proposed investigation and a reapplication
  • Notice of grant awards will be mailed out approximately three weeks after the deadline, along with the reviewers’ comments (reviewers’ names are removed)

REVIEW CRITERIA:

  • The review process will consider merit of primary importance, with higher levels of expectation required of more senior and well-funded investigators
  • Fulfillment of CFAR objectives for translational research
  • The review committee will rank the applications and make recommendations for awards to the CFAR Director who, in turn, will meet with the review committee chairperson and assign the awards
